My employment history encompasses thirty seven (37) years of public law enforcement and private security management. I elected to accept early retirement as Security Manager of a large public electric/water utility after 20.5 years of service to engage in the field of private security and investigations.

Security Manager/Operations/Investigator

SALT RIVER PROJECT Manages seven (7) dams in Arizona for the purpose of creating hydro-electric power and conserving water for irrigation and domestic use in the Phoenix valley area. SRP owns three (3) oil fired generating plants in the Phoenix metropolitan area, two (2) coal fired plants in Page and St. Johns, Arizona and is a partner in the Palo Verde Nuclear Power Plant west of Phoenix. Salt River Project employs approximately five thousand (5,000) employees, with gross annual revenues for 1994 of one billion three hundred forty eight million six hundred ninety one thousand dollars ($1,348,691,000.00).

Security Manager

This position is responsible for the actions and work products of the staff of thirty-four (34) proprietary security professionals. The staff included three (3) shift supervisors, a crime prevention/training specialist, two (2) investigators, two (2) locksmiths, an operations supervisor, an electrical engineer (Security Systems Specialist), a secretary and twenty-three (23) proprietary officers. The manager budgets over Five Million Dollars ($5,000,000.00) annually for labor, equipment, transportation and contract security labor, which exceeds five thousand (5,000) man hours per week for the entire Salt River Project system.

The Salt River Project Security Department is a full service group offering patrol of facilities located in sixteen (16) law enforcement jurisdictions, and closed circuit television monitoring of the larger facilities from as far away as Palo Verde Nuclear Switching Station (seventy-five miles from Salt River Project Control Headquarters). The manager is responsible for maintaining all plans, operational manuals, job descriptions and post orders in current, state of the art, condition.

Operations Supervisor

This position is responsible for the entire Security Department during the absence of the Security Manager. Routinely, this position was an administrative position, assisting the manager with daily activities, budget processes and supervisory duties. This position also included coordination of the three (3) operating shifts of patrol officers and stationary post officers, their work product and related paperwork was closely critiqued by this position.

Crime Prevention/Training Specialist

This position was responsible for tracking crime trends occurring nationally and locally which could affect the power industry and Salt River Project specifically. This information was set to training programs and presented to internal departments and divisions which could be affected by these trends. This position also participated in and was an active member of the Arizona Crime Prevention Association for the purpose of making a positive impact on Salt River Project, its employees and customers.

Investigator

I conducted investigations regarding internal fraud, employee theft of services, threats, bomb threats, criminal damage, etc. Duties included interviewing victims, suspects, witnesses, case preparation, liaison with local law enforcement and representation of Salt River Project in court and labor hearings. This position is an integral part of planning and direction of company emergency plans, i.e., bomb threat, labor strike, demonstrations, executive protection and electronic countermeasures.

MARICOPA COUNTY ATTORNEY'S OFFICE Criminal Investigator

I conducted pre-trial investigations and located hard to find victims and witnesses caused by years of trial delays in some cases. I assisted prosecutors in the preparation of cases for trial and continued to assist with details throughout the trial. I prepared cases for trial from political corruption to homicide.

June 1968 to June 1970
BIG SURF INC. (Subsidiary of Clariol Corporation)

I was the Security Manager for this Tempe, Arizona based water recreation facility. My responsibilities included hiring, training, equipping, scheduling and supervising a staff of twenty-seven (27) part-time security officers. Other responsibilities included: developing the code of conduct and rules for the attending public, establishing cash handling and storage (safes, alarms) procedures, designing and contracting for perimeter alarms, building alarms, public address systems, establishing emergency procedures and plans and maintaining liaison with local law enforcement and fire officials.

October 1967 to June 1968
PIMA COUNTY SHERIFF'S OFFICE (Tucson, Arizona) Deputy Sheriff - Patrol Division

I was responsible for the welfare of business and residents of a fifty-four (54) square mile patrol area. Duties included enforcing the laws and ordinances of the county of Pima and the State of Arizona, arresting perpetrators, gathering evidence, preparing case reports and testifying in court.

ANCHORAGE ALASKA POLICE DEPARTMENT Police Patrolman

I was responsible for enforcing state laws and city ordinances. Duties included patrolling assigned areas, investigating crimes, arresting perpetrators, gathering evidence, case preparation and courtroom appearances. I was often designated as training officer for new department employees and was a member of the emergency group during the great Alaska Earthquake of 1964.

TUCSON ARIZONA POLICE DEPARTMENT Patrolman for the City of Tucson

I was responsible for the safeguarding of life and property and the enforcement of the ordinances of the City and the laws of the State. Routine duties included patrolling of assigned areas, arresting perpetrators, gathering evidence relative to the crime, case preparation and courtroom presentations.

Additional Work History:

I served four (4) years in the United States Navy (Seabees) as an electrician. While in the Seabees, I performed as a power lineman, power plant operator, telephone repairman and gained considerable experience in the electrical field which enhanced my capabilities with respect to electronic countermeasure services.
